Chances are, if you live in the West Woodland neighborhood, you probably know Elaine Monroe. She is an active member of our community and was recently approved to start a mobile art center program for children, set to open in Summer 2016.
Her art supply van was chock-full of supplies when it was stolen (see SPD report 2016-104555) and because most of the supplies were donated by neighbors, the insurance company will not cover what was lost.
